Fight against terrorism and extremism in Kazakhstan

Counteraction to terrorism is one of the priority directions in ensuring national security of the country.
Kazakhstan condemns terrorism in all its forms and manifestations and supports acceptance of collective efforts of the world community on fight against this phenomenon.
Kazakhstan strictly fulfills requirements of the Resolution of UN Security Council and annually represents the National report on the done work in Counter-terrorism committee of the United Nations. Creation is supported and active part in activity of the International counterterrorist coalition is taken.
Kazakhstan has joined to fourteen international universal tools on fight against terrorism. Kazakhstan carries out interstate procedures on ratification of the 2 protocols and amendments to them (The protocol to the Protocol on fight against the illegal acts directed against safety of stationary platforms, located on a continental shelf, 2005; the Protocol to the Convention on fight against the illegal acts directed against safety of sea navigation, 2005).
Kazakhstan considers that the international cooperation in fight against terrorism should be carried out in full accordance with norms of international law, also supports further improvement of anti-terrorist contractual mechanisms, including concerning adoption of the Comprehensive convention on fight against the international terrorism.
In December, 2003, The Anti-terrorist center was created by the order of the President of RK for more effective work of all power structures in fight against manifestations of terrorism and religious extremism.
Coordination of activity of all special, law-enforcement and other departments is assigned to ATC on fight against terrorism.
Organizations which have terrorist character activity are forbidden on the territory of Kazakhstan. The organizations are admitted terrorist if their authorized purposes and activity contradict the Constitution and Laws of the Republic of Kazakhstan and the international treaties in which the Republic of Kazakhstan participates; in case if there is a potential danger of activization in functioning of these organizations on destabilizing the situation in the Central Asian region states.
In the national list of the terrorist and extremist organizations, which activity is forbidden in the territory of the Republic of Kazakhstan, 16 foreign structures are included (("Al-Qaeda", "Asbat al-Ansar", "Muslim Brotherhood", «Boz gourde», «Zhamaat of Mujahideens of Central Asia», «Islamic movement of Uzbekistan», «Islamic party of East Turkestan», «The Kurdish national congress», "Taliban", "Lashkar-i-Tayba", "Hizb-ut-Tahrir", «Tabligi Jamia» and «Society of social reforms», «AUM of Sinrikyo», «Organization of liberation of East Turkestan», «Dzhund-al-Halifat (Soldiers of the caliphate)»)
Understanding that fight against the international terrorism and extremism demands interaction of the states at all levels (global, regional and bilateral), the republic signed a number of the international and interstate treaties and agreements in this sphere.
The great value is given to development of the regional cooperation presented now by activity of the Anti-terrorist center of Commonwealths of Independent States, Regional anti-terrorist structure of the SOC, and also within undertaken measures in the sphere of fight against terrorism and extremism of the Organization of the Contract on collective security.
Practical interaction of the participant states of the CIS was created at the initiative of the President of Kazakhstan in 2000 of the Anti-terrorist center is carried out. The order of the organization and carrying out joint anti-terrorist actions in the territory of the countries of Commonwealth is defined. The mechanism of its functioning is successfully approved during the large-scale joint doctrine of special services and security service of the countries of Commonwealth the "Kaspii-anti-terror-2005" which has taken place in Kazakhstan in August, 2005.
The IV Special meeting of Counter-terrorism committee of the UN Security Council which took place in January 25-28, 2005 in Almaty with support of an initiative of heads of states of the CIS testifies to recognition by the international community of an important role which is played by the Commonwealth countries in fight against the international terrorism. Indicative interaction of member states of Commonwealth within the Contract on cooperation in fight against terrorism from 1999 acts.
«The Shanghai organization of cooperation» (SCO) becomes a powerful component of safety and stability, regional and universal political factor based on June 15, 2001. Within regional and sub regional counterterrorist cooperation actions for strengthening of legal bases of counteraction to terrorism in SCO format are realized. Also, Agreements of SCO on training for anti-terrorist formations and about cooperation in fight against arms trafficking, ammunition and explosives are signed SCO convention against terrorism. The Provision on political and diplomatic measures and mechanisms of reaction of SCO on the situations threatening the world, safety and stability in the region is ratified. The Program of cooperation of member states of SCO in fight against terrorism, as separatism for 2010-2012 is approved.
Since January 1, 2004 the Executive committee of Regional anti-terrorist structure (RATS) in Tashkent operates within SCO. From the moment of creation of Regional anti-terrorist structure of SCO interaction with regional representation of Dispensation of the United Nations on drugs and crime in Central Asia is adjusted.
The political solution of problems of safety on the Asian continent also contacts the Kazakhstan initiative on convocation of meeting on interaction and trust measures in Asia (CICA) which took place in 2002 and 2006 in Almaty. Conducted within CICA in the last two years meetings of high level already became an important step to creation of the effective mechanism of safety to Asia. With acceptance in 2002 «Declaration on elimination of terrorism and promoting dialogue between civilizations» and «The catalog of measures of trust» of 2004 and cooperation in this area gains more and more system and profound character.
In a format of the Organization of the Contract on Collective Security (CSTO) the Agreement on Collective forces of operative reaction (KSOR) to which tasks fight against terrorism is referred also is signed. Organizational aspects of creation of KSOR were regulated by the relevant regulatory legal acts. The list of the organizations recognized as terrorist and extremist in territories of the participating states of CSTO were accepted.
The countries of the Central Asian region are open and actively cooperate in questions of realization of measures organized by the international community in fight against the international terrorism along with UN Security Council Counter-terrorism committee and appropriate programs with NATO/SEAP, OSCE.
Increase of professional level of preparation of the Kazakhstan experts who are fighting against terrorism and extremism, are a component of the international cooperation and are carried out in the specialized centres of Russia, China, Austria, Germany, and Egypt.
The uniform state anti-terrorist policy is realized consistently. In these purposes the national legislation in the field of fight against terrorism is improved step by step.
The counteraction system against money laundering and financing of the terrorist organizations is adjusted by decisions of UN Security Council in the country.
Changes and additions are made to some acts concerning the death penalty, including its application for commission of the terrorist crimes which list is specified in the Criminal code are carried-out by constitutional reform by the Law of the Republic of Kazakhstan.
The Law «About counteraction to legalization (laundering) of the income received by an illegal way, and terrorism financing» was passed and according to which the appropriate authorized body – Committee of financial monitoring of the Ministry of Finance is created.
The Law «About modification and additions in some acts of the Republic of Kazakhstan concerning information and communication networks» regulating mechanisms of crossing and distribution on the Internet of information of illegal character, including the terrorist and extremist contents came into force.
On April 8, 2010 the Law «About modification and additions in some acts of the Republic of Kazakhstan concerning counteraction to terrorism» was passed by which 5 codes and 11 laws are corrected, according to the international norms principles and model of the state system are established of counteraction to terrorism.
Contacts with Counter-terrorism committee and Committees on performance of the resolution of the United Nations 1267 (sanctions against "Al-Qaeda" and "Taliban") and 1540 (nuclear non-proliferation) the UN Security Council are developing. Inclusion in the consolidated list of people and the organizations of Committee 1267 of the members of the terrorist organization condemned in Kazakhstan «Zhamaat of Mujahideens of Central Asia» («The union Islamic Jihad») is initiated. Number of the seminars which have been carried out under the aegis of Management on drugs and crime of the United Nations were taken part in.
In 2010 Kazakhstan presided in OSCE having an extensive experience in military-political area and high potential for its implementation in specific actions.
Within military-political measurement more than 60 actions were carried out. Conference on terrorism prevention took place on October 14-15, 2010 in Astana. Following the results of conference the Astana declaration was accepted confirming commitment of the participating countries of OSCE and the partner states to business of fight against terrorism.
Besides, cooperation questions in fight against terrorism on a constant basis rise within Subcommittee on justice and a law and order «the Republic of Kazakhstan - the European Union».
Kazakhstan participates in realization of counterterrorist actions within the Individual plan of action of partnership with NATO. Cooperation with Council of Euro-Atlantic partnership extends. Carrying out on June 24-26 in Astana the 3rd Forum of safety of NATO/SEAP and Rose-Roth's inter-parliamentary seminar became a trust indicator to Kazakhstan.
Strategic battle exercise "Interaction-2009" (October, 2009) was carried out with a view of strengthening in a CSTO format in the territory of Kazakhstan. The collective forces of operative reaction considered as a component of constant readiness of forces and means of CSTO for adequate response to calls and threats, including possible terrorist actions and emergency situations.
The global initiative on suppression of acts of nuclear terrorism was put forward by Presidents of Russia and the USA in July, 2006 for the purpose of creation of the international multilevel system of protection and directed on strengthening of interaction of the world community on prevention of hit of components of the nuclear weapon in hands of terrorists. Special value ensuring reliable control over use, storage and a turn of nuclear materials, physical protection of nuclear objects, development of effective remedies on decrease in danger of consequences of possible terrorist attacks with application of nuclear materials, improvement of legal base of the international cooperation and interstate systems of suppression of any kind of the crimes connected with illegal moving of nuclear materials thus get.
Kazakhstan was one of the first who joined this initiative and entered into number of initial partners along with Australia, Great Britain, Germany, Italy, Canada, China, Russia, the USA, Turkey, France and Japan. RK took active part at the first two meetings which have taken place in October, 2006 in Rabat (Morocco) and February, 2007 in Ankara (Turkey). The third meeting took place on June 11-12, 2007 in Astana. Today, there are already 82 countries-participants of the Global Initiative.
On June 6, 2008 in Almaty, on the basis of Institute of nuclear physics of the National nuclear center the international anti-terrorist doctrines «Atom-Antiterror – 2008» within the Global initiative on suppression of acts of nuclear terrorism in June, 2007 took place. On September 11-12, 2008 in Ust Kamenogorsk on the basis of JSC "Ulbinsk Metallurgical plant" the international practical seminar «Designed threat» was held. Representatives of the countries- cochairmen – Russia and the USA – estimated them as a powerful contribution of our country to practical realization of the Global initiative.
According to an initiative of the Head of state, sounded at the Global summit on nuclear safety in Washington in April, 2010, about carrying out in Kazakhstan conferences of the Global initiative combating acts of nuclear terrorism (GICNT), during the period from September 28 to September 30, 2010. Conference GICNT on counteraction to financing of terrorism and the First meeting of Group on implementation and an assessment (GIA) were carried out in Astana.
Kazakhstan which has refused to possess voluntary by fourth on capacities by a nuclear arsenal in the world, considers the Initiative as a new effective step on counteraction to nuclear terrorism.
Support of the Russian-American initiative confirms firm commitment of our country to consolidation of the international security and to collective efforts of the world community on fight against terrorism.
The Third expert meeting on realization of Counterterrorist strategy of the United Nations in Central Asia took place on July 21-22, 2011 in Almaty with support of the Regional center of preventive diplomacy for Central Asia. This meeting is the last in series of meetings which were directed on preparation of the Plan of action on performance of four main directions of Global Counterterrorist strategy of the United Nations. Kazakhstan supported adoption of the Joint Plan of action during the Ministerial meeting on November 30, 2011 in Ashkhabad.
Our country supports efforts of the international community on fight against terrorism, develops full cooperation and interaction in practice.
