1. MILITARY EDUCATION IN KAZAKHSTAN

Understanding the importance of the availability of qualified specialists, as well as the training of own competitive personnel, since the creation of the Armed Forces special attention has been paid to the development of military education. As a result, within 25 years a national military training system has been formed in Kazakhstan, which meets the prospects for the development of the Armed Forces. The system provides a continuous educational process and covers five levels provided by the Law of the Republic of Kazakhstan "About education". The levels are a secondary education, technical and professional education, high education - bachelor's degree, postgraduate education – master`s degree and PhD degree, as well as additional education - military faculty education, retraining courses and advanced training.

Secondary education is provided by the so called "Zhas Ulan" National military schools in Astana, Almaty, Karaganda and Shymkent cities. Technical and professional education – by the Cadet Corps School which prepares junior commanders. The creation of the School by Supreme Commander-in-Chief, the President of Kazakhstan marked the beginning of the formation the institution of sergeants in the Armed Forces. This institution corresponds to analogues in the advanced armies of the world.

Within 20 years of its existence, the Cadet Corps School has carried out 18 releases of graduates. The School prepared 2,700 professional sergeants for the Armed Forces and has its firm state within the system of military education. The graduates of the Cadet Corps School are holding various positions in the Armed Forces, acting as the commander`s assistants.

The specialists of almost all services and branches of the Armed Forces are trained in three military higher educational institutions.

The Military Institute of the Land Forces is the main institution training military personnel for the Land Forces, the most numerous service of Kazakhstan Armed Forces. More than 70% of the junior officers are alumnus of this institution. A total number of 12,600 officers graduated from the Institute, 7,300 of them after the independence of Kazakhstan, 67 graduates were awarded the military rank of general and hold leading positions in the Armed Forces.

In order to train specialists for Air Defense units, signals, automated command and control systems, information (cyber) security there is the Military Engineering Institute of Radio Electronics and Communications. The Institute prepared more than 1,000 officers in 10 specialties.

The Military Institute of the Air Defense Forces holding the name of twice Hero of the Soviet Union Talgat Begeldinov is a central institution preparing pilots and engineering-technical specialists not only for the Air Force, but for the aviation units of the Ministry of Internal Affairs and the National Security Committee of the Kazakhstan. The Institute has prepared more than 1,900 pilots and engineers.

The Supreme Commander-in-Chief pays his special attention to the training of military personnel. In this regard, in the country was created a unique institution – the National Defense University named after the First President of the Republic of Kazakhstan - the Leader of the Nation.

The University is an interdepartmental educational and methodological center, where the postgraduate education is represented by research and educational, masters and PhD studies for the operational-tactical and strategic levels of command.

The University is annually preparing more than 100 officers including future generals. Every year more than 2,000 servicemen and civil personnel of the Armed Forces and other military formations are being trained through the system of course training. The National Defense University also includes the faculty of the National Guard, the faculty of the Border guard service of the National Security Committee, this year the faculty of the State Security Service will be created. The University is recognized by the world's leading universities and is accepted into the Oxford community and the Eurasian Association of Universities.

The military personnel of Armed Forces of Kyrgyzstan, Tajikistan and Armenia are being trained in all our military institutions, which proofs the high level of military education in Kazakhstan. A total number of 370 servicemen from the CSTO member states completed their training there.

At the same time, in order to exchange experience, 410 of Kazakhstan servicemen are being trained in foreign military institutions of Russia, China, USA, etc.

Big attention is paid to the training of the military reserve cadre. Their training is conducted at 29 military faculties of civil institutions for the 70 military specialties. Annually the military faculties train more than 3,700 reserve officers.

In addition to professional education, retraining courses and advanced training courses for servicemen and civil personnel are also provided in military institutions of Kazakhstan.

The head of state mentioned that "Kazakhstan has become one of the few states where a full cycle of military personnel training has been created - from the primary sergeant level to the generals in various military specialties."

2. MILITARY-INDUSTRIAL COMPLEX OF KAZAKHSTAN

The state takes effective measures aimed at further rearmament and modernization of existing weapon systems and military equipment.

The Land Forces have modern armored combat vehicles and armored personnel carriers, including own produced “Arlan” armored wheeled vehicles, missile artillery armament, heavy flamethrower systems TOS-1 "Solntsepk", mobile communication systems, domestically produced radiation, chemical and biological defense vehicles, refueling vehicles, field hospitals ext.

The Air Defense Forces of Kazakhstan received modern 4++ generation fighters Su-30SM, ones of the best in a class military transport aircraft C-295, helicopters EU-145, Mi-171Sh and attack and transport helicopters Mi-35M. In addition, Su-27 fighters went an in-deep overhaul to the 4+ generation.

The country has the longest maritime border of the Caspian sea. The National Navy was created and is being successfully developed. Nowadays the military ship construction industry is created in Kazakhstan. The Ural plant "Zenith" launched more than 25 different ships for the protection of the maritime borders.

The domestic company delivers three-axis radar "GM-403" Nur, which by its capabilities can replace 2 old model radars and by its technical characteristics exceed them by three times.

The special troops and logistic services equipment, different wheeled vehicles, infantry fighting vehicle canons and mortars are being purchased and go into service.

The formations and units of the Armed Forces receive various types of UAVs, including reconnaissance and attack UAVs, which are capable of delivering high-precision strikes with missile and bomb weapon systems.

The level of equipment of the permanent readiness units with the night vision devices has reached 84%, which allows conducting combat activities in night conditions.

Combat units and formations are equipped with new modern digital communication systems. Undoubtedly, new digital equipment and communication systems have raised the level of efficiency and operability of decision making process, such as the delivery of instructions and commands, data transfer, since the data transfer characteristics of the available communication equipment are very wide, it allows within short period of time to deliver command and the order, as well as in secured mode.

Nowadays Kazakhstan Army soldiers are equipped with modern means of protection, communication equipment, night vision devices and the best samples of small arms.

The modern Armed Forces of Kazakhstan meet the requirements for the Army of the 21st century.

3. 7 REASONS TO SERVE IN THE ARMED FORCES OF KAZAKHSTAN

Thanks to the support of the President of the country, the Supreme Commander-in-Chief of the Armed Forces, the size of salaries for servicemen has been increased by 25% since July 1, 2017.

In addition, since April 1, the size of the qualification allowance of the officers has been increased from 10 to 30%.

To date, a highly professional and mobile Army has been created in Kazakhstan, the high level of responsibility, patriotism and honor occupy are the main priorities of moral values, which are reinforced by combat traditions and the heroic heritage of older generations.

Nowadays according to the demands of the Supreme Commander-in-Chief, a qualitatively new image of the Armed Forces are being formed that meets world standards and providing the country's military security in view of new challenges and threats.

4. 25 YEARS OF THE ARMED FORCES OF THE REPUBLIC OF KAZAKHSTAN

Over the 25 year period, the Kazakhstan Armed Forces under the leadership of the Supreme Commander-in-Chief – The President of the Republic of Kazakhstan Nursultan Nazarbayev have undergone a complex, progressive development path. Since gaining the independence by Republic of Kazakhstan, one of the priority tasks was the creation of an army capable of ensuring the protection of the sovereignty and territorial integrity of the state.

An important step to demonstrate the goodwill and willingness to join the process of peaceful creation of an international society was Kazakhstan's official renunciation of nuclear weapons. The choice of the course of construction and development of the state on the principles of multi-vector and tolerance policy predetermined the modern appearance of the Armed Forces. The principles of building the Kazakh Army for fulfilling purely defensive missions were initially mentioned in the Military Doctrine adopted on February 11, 1993 and still play as a basement for modern development of the Army.

For 25 years of the recent history of the Republic of Kazakhstan, thanks to the direct support and personal participation of the Head of State - Supreme Commander-in-Chief of the Armed Forces of Kazakhstan Nursultan Nazarbayev now Kazakhstan has fully operational Army.

Achieving by the Kazakhstan Army the current levels was preceded by a dynamic construction process in accordance with the views on ensuring the country's military security, reflected in the development strategies of the state, the President's Addresses to the people of Kazakhstan and military doctrines. The most difficult point was the process of transition from the massive army consisted from the corps and divisions to a small but well-equipped, combat-capable Armed Forces. The basis of military construction was the creation of constant combat readiness units and formations.

A three service structure of the Armed Forces has been determined and created in Kazakhstan, consisting of the Land Forces, the Air Defense Forces and the Navy; the appropriate brunches fulfilling their strategic tasks have been formed. Their composition has been optimized and tasks have been refined taking into account possible military threats to the state. To enhance the role of the General Staff of the Armed Forces in joint planning, interdepartmental coordination and interaction with other forces and military formations, as well as with public authorities and organizations in order to fulfill the tasks of providing military security and protection of Kazakhstan, the General Staff has been given the status of the main department of the Ministry of Defense.

The potential of combat capabilities of the Land Forces, Air Forces and Navy has been increased. Self sufficient military formation groupings have been created at the strategic directions against possible aggression and to participate in fulfilling the tasks during crisis situations.

In order to immediately respond to any possible threats in shortest period of time the Special Operations Forces were established.

In order to counter cyber threats, a cyber security component was also created as part of the Armed Forces. To integrate the system of territorial defense of the state in the framework of overall military security system the management authority for the territorial forces was formed as a part of the Armed Forces. In the interests of operational response to regional military threats the air transport capabilities of the Armed Forces have been increased.

Modern training technologies and methods are introduced into the training and educational process of the troops and military institutions, the educational and methodological base is considerably strengthened in order to increase the level of education, deepening of the necessary skills of the personnel for the engagement during the combat actions.

The implementation of measures for the comprehensive development of the state's military structure has made it possible to strengthen the defense capabilities of Kazakhstan and ensure readiness to provide an adequate response to potential military threats.

Maintenance of full combat readiness of the Armed Forces was facilitated by a constant process of adjusting the main directions of state governing in the field of military security, as well as measures for their development according to the changes of the geopolitical situation globally and regionally, and the emergence of new challenges and threats to security of the country.

6. CONTRACT FORCE SERVICEMEN

Force service is not simple job. The force serviceman is a professional defender of the Motherland. Military contract service is not only a special type of civil service, it is a reputable work with prospects for professional growth and provides social protection for the force serviceman and his family.

The combat capacity of the troops and defense capability of our state directly depend on the quality and preparedness of the Armed Forces. In all spheres of the Armed Forces, everything new and progressive is being introduced, based on world experience. The issue of personnel was not an exception.

Now the Armed Forces are completed in a mixed, that is, both by conscription and by contract. At the same time, more than 70% of the personnel of sergeants and soldiers are force servicemen under military service by contract, and up to 30% are regular force servicemen. Taking into account the officer corps, more than 82% of the military personnel are professionals in military affairs.

Such a system of manning is the most effective and is aimed at maintaining the high combat capability of the Armed Forces.

In 2017 to the Armed Forces are joined up 12,000 citizens (by 2,000 more than in 2016). Accordingly, servicemen who were called up in the spring and autumn of 2016 and who served the established terms of military service are discharged into the reserve, this is about 10,000 conscripts.

The call for urgent service solves the tasks of replenishing the mobilization resource, as well as patriotic education, employment of youth and the recruitment of troops by contract servicemen. Servicemen under the contract are entrusted with the exploitation of modern equipment, development of new high-tech weapons systems.

Since the beginning of the year, 4500 people have expressed a desire to enter the military service under the contract, 3,000 of them are drafted for sergeant and the ranks positions.

The professional army corresponds to high world standards, is capable of rapid deployment of forces, guarantees the sovereignty and territorial integrity of the Republic of Kazakhstan.

7. NAVAL ARMY FORCES OF THE REPUBLIC OF KAZAKHSTAN

Naval Army Forces of Kazakhstan were formed on 2nd of April, 1993 by the Decree of the President of the Republic of Kazakhstan. Initially, a naval base was established in the city of Aktau. In July 1999, the naval base formed the part of Maritime Units of Frontier Services of the Committee of National Security of the Republic of Kazakhstan. On 7 May 2003, issued a Presidential decree №1085 “On measures for improving the structure of the armed forces of the Republic of Kazakhstan”. Since that moment, naval forces were finally organized as an autonomous type of the armed forces of the republic of Kazakhstan. In February 2010 the President of the country Nazarbayev Nursultan Abishevich, who is the Supreme Commander- in-Chief of the armed forces, presented a battle standard to the Commander-in-Chief of Naval armed forces of the Republic of Kazakhstan.


  • 8. ARMED FORCES OF THE REPUBLIC OF KAZAKHSTAN
  • Since the Declaration of Independence by Kazakhstan, the task of ensuring security and defense capabilities of a young Sovereign state was set as an important priority.
  • On 7 May 1992, by the Decree of the President of the Republic of Kazakhstan, who is the Supreme Commander-in-Chief the Army of Sovereign Kazakhstan, was formed. This year marked its 25th birthday.
  • Today we can equitably note that the Armed forces of Kazakhstan is a credible shield of the country. In accordance with their purpose, they can effectively address issues on reversing of aggression, armed defense of territorial integrity and sovereignty of the Republic of Kazakhstan, security and defense of national and military facilities, protection of air space, confront the illegal armed forces, and addressing challenges in compliance with the international treaties ratified by the Republic of Kazakhstan.
  • Achieving the current level of military capabilities by Kazakhstani army was preceded by the dynamic process of creation in accordance with the views on ensuring military safety of the country, highlighted in the Strategy of the country's development, in messages from the President, and Military Doctrines. The Kazakh army has undergone a complex process of transition from widespread army to a few but well-equipped, functional armed forces. In early 1990s, Task forces and parts of Central Asian military district, as well as garrisons stationed throughout the Republic, constituted the basis of Kazakhstani armed forces. At that stage, the most crucial task was to retain existing personnel, armament and military equipment, to establish structures of the Ministry of Defense, and governing bodies of branches of military services.
As a result of undertaken reforms, the size of military forces had been drastically reduced. Their composition and deployment, and appointment optimized. Formation of combat-ready compounds and units had been taken as a basic principle of creation of military forces. Produced a guiding legal and policy framework. Three-modal structure of armed forces (ground troops, Air forces, and Naval forces) was defined and created, and relevant forces were established. Given the geographical location and the country's scale, Regional Commands: East, South, West and Astana were formed.It allowed creation of self-sufficient military forces on all strategic directions to repulse the aggression and to address issues for emerging crisis.

For an immediate response to any threats at an early date, Special Operations Command was founded.

Airlift capabilities of armed forces increased in the interest of a rapid transfer of troops into regions.

In order to tackle informational and psychological, as well as informational and technological (cyber) impact in armed forces, enforcement branches on ensuring cyber security were established.

Within the frame of integrating the system of territorial defense into generalized system of the country's military security and defense, the body of territorial defense management as a part of armed forces was created.

As part of the implementation of measures to develop the system of government and military administration to ensure defense of the state, automated systems of command and control of troops, weapons and resources are being introduced in the Kazakhstan Armed Forces.

The Armed Forces are equipped with modern weapons and military equipment, which increases the reconnaissance, fire and transport capabilities of the forces.

Mobile and stationary components of logistical support in the Armed Forces have been created for the sustained and uninterrupted supply of forces in strategic directions. Work is underway to create integrated structures of the logistics of the Armed Forces on a regional basis.

Modern educational technologies are being introduced into the educational process, the educational base of military educational institutions is developing, and best practices are being exchanged with foreign military educational institutions.

The measures taken to ensure the military security of the state made it possible to strengthen the defense capability of the Republic of Kazakhstan and increase the readiness of the military organization to counter military threats.

9. COURAGE AND DUTIES

Patriotism is a love for the Motherland and the people, loyalty and the desire to protect the Homeland in a difficult time, remember the historical past of the Motherland, the desire to preserve the inherited traditions and strive for a brighter future. This feeling of attachment to those places where a person was born and raised, sympathy for the sufferings of his people, respectful attitude to the native language and state symbols of the Republic.

In the Kazakh Army are just such-true patriots, courageous defenders of their homeland.

The army is a school of life where a person fulfills his constitutional duty, gives respect to the people to which he belongs, and also shows that he wants to live in a free country.

At its core, the Army is a microworld, a model of the global world.

In a man's team, a person quickly understands what the sense of elbow and mutual assistance means. Therefore, it is not for nothing that the army years are called the school of life.

The army needs to pass to become a real warrior and a defender for the Motherland and their loved ones.

The Army does not change a person, a person changes in the Army. The Kazakh Armed Forces are doing everything to change the person, from the appearance to the internal qualities: responsibility, endurance and patience.

10. MILITARY PILOTS THE ARMED FORCES OF THE REPUBLIC OF KAZAKHSTAN

The Kazakhstan Air Defense Forces are one of the services of the Armed Forces of the Republic of Kazakhstan. The Air Defense Forces were formed on June 1, 1998.

The Kazakhstan Air Defense Forces includes: Air Force, Air Defense Troops, and Air Traffic Control Units. The creation of the Air Defense Forces has made it possible to take a step forward in the issues of combat readiness, in the first place, its technical component, as well as in combat training.

The Air Defense Forces carry out tasks to ensure protection of the country's air borders, air defense of state, administrative, military facilities, as well as combat missions for aviation support of other types and arms/

Military aviation is the main part of the Air Defense Forces, designed to protect important areas, regions and targets from enemy air strikes. The Air Forces of Kazakhstan is able to destroy any air targets at maximum distance from the objects being covered.

The Air Defense Missile Forces are designed to carry out anti-aircraft missile defense and cover the main infrastructure of state.

The Radio-Technical Troops (RTT) are designed to conduct radar reconnaissance of the air enemy, to give warning information on the beginning of his attack, to provide combat information for the anti-aircraft missile forces and aviation of the Air Defense Forces (ADF), as well as to control over the order of using the airspace of the Republic of Kazakhstan.

Aviation fleets are strengthened with new types of aircraft every passing year.

The best combat pilots serve in the Air Defense Forces of our country.

Currently within the ADF of the Kazakhstan Armed Forces systematic and intensive work are being carried out with focus on interoperability of the combat squads, all pilots training and examinations, using of aviation and anti-aircraft missile systems in real combat conditions.

At the same time, special emphasis attaches: 1) to the moral and psychological stability of the pilots and rocket men; 2) improving their professional skills; 3) weapons and military equipment combat readiness.

11. WEAPONS AND MILITARY EQUIPMENT

The technical equipments are the inherent indicator of the Kazakhstan Armed Forces capabilities. The Armed Forces have significantly upgraded its technical equipment and manning of military equipment of both domestic and foreign production.

Procurement of new weapons is planned on every year basis, and one of the criteria is the introduction of computerization. As is known, automated control systems can replace entire troops.

Attention also is paid to issues of transferring technologies, establishing plants in Kazakhstan and creating local maintenance centers for procured weapons and equipment.

To date, modern armored personnel carriers “BTR-82A”, UAV complexes, developed by Turkish “Cobra” wheeled armored vehicles (WAV), manufactured in Kazakhstan WAV “Arlan”, missile and artillery ships “Kazakhstan”, “Oral”, “Sary-Arka” and mine sweeping ship “Alatau” are in service.

In addition, Su-30SM fighters of the "4 ++" generation, Mi-35M combat helicopters, Mi-171Sh and Mi-17V-5 transport helicopters were delivered to the Air Defense Forces.

In common, staffing with basic weapons and military equipment is up-to 92%, which includes modern weapons to 24,5%.

Within 25 years of country's development compact, mobile, highly professional Armed Forces have been created, which are capable to address modern threats.

The Ministry of Defense intends to continue maintain combat readiness, enhance participation for ensuring international security, maintain domestic political stability, encourage Kazakhstanis' patriotism, including a conscious attitude of the Nation's people to state protection.

12. HOMELAND DEFENDER'S DAY

“Homeland Defender's Day” in Kazakhstan is celebrated annually on May 7. This date is a day off and a public holiday. 25 years ago, Head of State Nursultan Nazarbayev signed a decree on the creation of the National Armed Forces.

This day epitomizes both chronicle of the heroic exploits of Kazakhstanis and the succession of the traditions of serving the Homeland.

As the President of Kazakhstan stated, “Our goal is to create a compact, strong Armed Forces which is ready to counter any attempts to violate our borders, independence, peace and stability of our people. The Armed Forces should improve its capabilities and always be ready to fulfill any order, given by Motherland.

In May 2003, the transformation of the Armed Forces of the Republic of Kazakhstan was started by establishing three main components: the Ground Forces, the Air Defense Forces and the Navy. On the basis of the Mobile Forces a new kind of troops was formed - the Air Mobile Forces. Also a separate type of troops was created- the Missile troops and artillery. The Land Forces of the Armed Forces of Kazakhstan are divided into four regional commands: Astana, East, West and South.

In Kazakhstan, much attention is paid to the constant development of the Armed Forces, and to raising their combat efficiency.

Measures aimed to further enhance the professional skills of servicemen are being taken constantly.

The prestige of military service in Kazakhstan is on high level, and for many young people it serves as the first step for a career in law enforcement agencies.

13. STRONG ARMY - STRONG KAZAKHSTAN

The Kazakhstani army is one of the best in the CIS. The improvement of equipment and training of troops is influenced by the fact that the military budget of the Republic of Kazakhstan is increasing along with GDP. Of course, most of it directed towards purchasing new weaponry.

The equipment is both new and modernized. The capacity of defense factories, reoriented to the necessary Armed Forces of Kazakhstan, is growing in order to replenish the needs of the army and navy. Today, the military industrial complex of the Republic of Kazakhstan are 24 enterprises united under the National Company Kazakhstan Engineering (KE), some of which specialize in the repair of equipment, while the other part produces boats, KamAZ trucks (400 of 500 cars are purchased by the Ministry of Defense), caterpillar tractors.

The 2017 academic year was held in the Armed Forces under the motto «To the 25th anniversary of the Armed Forces - high level of combat training! » and was filled with events of national and international significance.

Amongst these events are the largest military parade in the history of our state, the adoption of the Military Doctrine, the next scheduled plan of the modernization of the Armed Forces of the country, the operational-strategic exercises Karatau-2017, the “Inviolable Brotherhood” exercise, the “Combat Brotherhood-2017”, the international peacekeeping exercise "Steppe Eagle" , Army International Games - 2017.

In divisions and military units of the Ground Forces more than 30,000 practical firings range exercises from small arms and weapons were carried out, which is 23% more than the figures of the last year.

In the Air Defense Forces the overall accrued flying time of aviation since the beginning of the year has totaled over 14 thousand hours.

In the Navy, the "time spent underway" of warships has totaled more than 140 days, the ships covered more than 19,000 nautical miles, and 5,000 maritime-combat exercises were conducted.

This year, the Armed Forces of Kazakhstan are replenished with new samples of modern weapons and military equipment: optical sights for small arms and night vision devices, night vision systems with the use of aviation goggles, armored wheeled vehicles Arlan, radar landing system RSP-10U, modern super maneuvered Su-30 SM fighters, MI-35M attack helicopter, MI 171 SH helicopter, military transport aircraft S-295. The Navy received two new warships from the Mangistau missile and artillery ship and the Alatau mine-sweeper ship.

14. COMBAT TRAINING DURING WINTER

The knowledge and skills of military servicemen are being checked in order to bring units to the highest degree of combat readiness during the first week of the winter training period. Activities related to combat training in the winter period will be conducted later on for the purpose of improving the combat and operational control of the troops. The military servicemen are tasked to increase the level of combat training in the forthcoming training period, and at the final stage of coordinated actions of the units there will be conducted various tactical exercises.

With the beginning of the winter training period, the Armed Forces of Kazakhstan started classed on special training.

In the course of activities for specialty training, unit commanders are trained in the organization of combat, fire control, bringing weapons to normal combat, and methods for conducting combat training sessions.

This training is conducted with the military personnel of all components of the Armed Forces of the Republic of Kazakhstan, regional commands and air-assault troops under the leadership of commanders and sergeants of military units and subunits, is practical in nature and is conducted mainly by training, group exercises and practical work.

In accordance with the troops training sequence after specialty training the squad training activities are conducted in the military units and formations of the Armed Forces of the Republic of Kazakhstan. Squad's training classes are held under the leadership of unit commanders and will last for a month.

At this stage, the military servicemen improve their professional skills acquired in the course of their individual training within of their squads in various types of combat and in conditions close to the combat ones. The main efforts will be directed to training military servicemen for combat action within their military units and improving the field training of military personnel in the skillful and effective manner to use of standard weaponry and military equipment in combat.

15. SEVEN FEET UNDER THE SHIP KEEL

On 2 April 1993, the President of the country signed a decree "On the Establishment of the Naval Forces of the Armed Forces of the Republic of Kazakhstan". Since then, much has changed: the armament of the Kazakh military fleet has new rocket-artillery ships of domestic production, equipped with the weaponry of the latest technology, the number of military service members in the Navy has increased, and the quality of their training and the level of their combat readiness has increased.

In 1993, in connection with the creation of the Navy, the idea of a shipbuilding program in Kazakhstan was born, and the issues of building domestic ships began to be discussed. Kazakhstan military industrial factories were considered and the Urals factory “Zenit” was chosen. In 1995, the first domestic combat ship "Sunkar" was built at the factory.

Not only military seamen, but also civilians were charged for the creation of the Navy. Many objects were transferred to the Navy to create a naval base structure. On August 17, 1995, the flag of the Navy was raised for the first time in Aktau.

Today much has changed. The level of combat training has risen. For the first time the seamen were in the sea for 10-20 days a year, today - 150-160 days. The level of training has become higher, specialists are sent to educational institutions that provide quality education. The geography of training has increased, specialists are trained in the Russian Federation, Turkey, South Korea, etc. In Kazakhstan, military training departments are situated at two universities - in Aktau and Uralsk - and the Navy training center, where military personnel of the contract service are trained. All equipment is modern, equivalent to which the Navy of other countries uses in the world.

There are no staff turnover, people come to the Navy and continue their service, because the Navy ensures the prestige of service and social stability. They leave the service only for receiving higher positions or at the end of the contract when they become the Navy reserve forces. The mutual relations of service members, one might say, are fraternal, everyone worries about a friend.

16. INDEPENDENCE IN RELIABLE HANDS

Over the years of independence, sovereign Kazakhstan has become a dynamically developing, self-reliant and capable of defending its borders, peaceful life of the people of the country.

The building of a free and well-maintained state, ensuring the peaceful and prosperous life of a multinational Kazakhstan required great efforts. At the initiative of the Head of State, from the first years of independence, the issues of strengthening the defense power of our country, ensuring the inviolability of borders, creating sufficient conditions for the military servicemen, have been identified as one of the priority areas of state policy. For this purpose, military moral and spiritual conditions have been formed in the military units, and comprehensively developed and healthy youth are attending military service.

Military officers and contract servicemen have become a reliable supporters of the professional army. A system for the social protection of military servicemen has been created. In the framework of the adopted state program, attention has been paid to providing them with modern comfortable housing with all amenities and construction of other infrastructure facilities.

The conditions created by the state for service members are an important factor in educating the younger generation in the spirit of love for the Motherland, respect for national values. A new, physically and spiritually healthy young generation of genuine patriots is formed, capable of ensuring peace and tranquility in the country. Today, in our country, the defense of the Motherland is not only a constitutional duty, but also a high honor.
