Born on January 31, 1961.
Graduated from the Russian-Kazakhstan Modern Humanitarian University. He is Ph.D. in Economics.
He began his career in 1983 as Process engineer at the Tulkubas cannery fabrics, where he worked his way up to director position. From 1992 to 1994, he headed the Tulkubas bread plant. Then went into private business and worked as Director of the “Kokterek" JSC company.
From 1998 to 2001, he headed the Tulkubas district of the South Kazakhstan region.
From 2001 to 2008, he was the MP of the Majilis of the Parliament of Kazakhstan of the II, III, IV convocations, and member of the Committee for Agriculture.
In 2008, he was appointed as the Head of the Representative office of Kazakhstan's President to the Parliament.
In 2013, he became the Senate of Kazakhstan's Parliament, where he served as the Deputy Chairman of the Senate until 2016.
Prior his appointment to Minsk, from 2017, Askar Beisenbayev held the position of the MP of the Senate - Chairman of the Committee on Economic Policy, Innovative Development and Entrepreneurship.
Since August 12, 2019 - Ambassador of Kazakhstan to Belarus, Permanent Representative to the Statutory Bodies of the CIS concurrently.
He is awarded with the orders of “Qurmet" (Honour), “Commonwealth", “Parasat" (Nobility), and “Dostyk" (Friendship).
He speaks German.
Married with three children.
