Cooperation between the Republic of Kazakhstan and the Republic of Belarus
September 16, 1992, diplomatic relations were established.
January 9, 1993 establishment of the Embassy of the Republic of Kazakhstan.
13 July 13, 1997 the Embassy of Belarus operates in the Republic of Kazakhstan.
Since August 2019, Ambassador Extraordinary and Plenipotentiary of the Republic of Kazakhstan in the Republic of Belarus is Mr. Askar Beisenbayev.
Since October 2013, Ambassador Extraordinary and Plenipotentiary of the Republic of Belarus in the Republic of Kazakhstan is Mr.Nichkassov Anatoliy.
The key factor which converted relations of the two countries a strategic character in recent years is their participation in the activities of the Eurasian Economic Union.
The legal base of Kazakhstan's and Belarusian cooperation includes more than 100 treaties and agreements in the various fields. Among of the fundamental bilateral documents is the Treaty of Friendship and Cooperation.
The official visit of President of the Republic of Kazakhstan N.Nazarbayev to the Republic of Belarus took place on May 12-14, 2012.
3-4 October, 2013 President of Belarus A.Lukashenko paid the official visit to Kazakhstan.
President of Republic of Belarus A.Lukashenko visited the Republic of Kazakhstan in March19, 2015.
The meeting of President of the Republic of Kazakhstan N.Nazarbayev and President of the Republic of Belarus A.Lukashenko was held in May 30, 2016 in Astana in the framework of the Supreme Eurasian Economic Council. During this meeting the leaders of two countries discussed issues of the further strengthening trade, economic, scientific, technical and cultural as well humanitarian cooperation. Presidents of two countries also exchanged views on topical aspects of the international agenda.
The official visit of President of the Republic of Kazakhstan N.Nazarbayev to the Republic of Belarus took place in November 29-30, 2017. A number of documents were signed by delegations as a result of the visit. The main of them is the Agreement between the Republic of Kazakhstan and the Republic of Belarus on social and economic cooperation as well as the Program of Cooperation until 2026.
The official visits were held at a governmental level. Prime Minister of the Republic of Belarus M.Myasnikovich visited the Republic of Kazakhstan in November 8-11, 2012 as well the Prime Minister of the Republic of Kazakhstan S.Akhmetov made an official visit to the Republic of Belarus in April 25-26, 2013г.
The bilateral meeting of the Prime Minister of Kazakhstan M.Karimov and the Prime Minister of Belarus A.Kobyakov took place in 28 May, 2015 года in the framework of the head of governments of CIS which was held in Kazakhstan (Burabay).
The Prime Minister of the Republic of Belarus A.Kobyakov contributed a working trip to Kazakhstan in August 13, 2017 where he had opportunity of the bilateral meeting with the Prime Minister of the Republic Kazakhstan B.Sagintayev. The head of both governments discussed a topical issues of the development of bilateral trade and economic cooperation as well as some aspects of an interrelationship within the scope integration processes.
There are a great opportunities in the context of parliamentary relations of two countries. Bilateral сonsultations were provided by deputies on the sidelines of Interparliamentary Assembly of CIS countries, СSTO and other parliamentarian associations. The official visit of the Chairperson of House Representatives of the Parliament of Belarus V.Andreychenko to Kazakhstan took place in June16-18, 2015.
The official visit of the Chairperson of Mazhilis of the Parliament of Kazakhstan N.Nigmatullin to Belarus was held on March 15-17, 2017.
The official visit of the Chairman of Senate of the Parliament of Kazakhstan K.Tokayev took place to Belarus within October 30 and November 1, 2018 года. The bilateral meetings of the Chairman of Senate of the Parliament of Kazakhstan with the President of Belarus A.Lukashenko as well the Chairman of the Council of Republic of the National Assembly of Belarus and Chairman of House Representatives of the Parliament of Belarus V. Andreychenko were held during this official visit. The topical issues of further development bilateral relations and parliamentary contacts as well trade and economic cooperation were discussed by high rank officials.
Trade and Economic cooperation
A key element of the bilateral cooperation is Kazakhstani and Belorussian Joint Governmental Commission (JGC) on trade and economic cooperation which was established since 1996.
14th meeting of Kazakhstani and Belorussian JGC was held in Minsk, November 26, 2018. During that meeting the delegations of both countries discussed the current issues of implementation of the Road Map on development of trade and economic cooperation for 2017-2018 years likewise the process of operating and extension of assembling manufacturing, development of industrial cooperation and fulfilling a new projects as well as continuation of cooperation in an agricultural, transport, logistic, aeronautical, healthcare and humanitarian spheres.
The first meeting of Business Council took place on July 5, 2019 in Minsk. Chamber of Commerce of Kazakhstan and Belorussian Chamber of Commerce and Industry took part in the work of the bilateral Business Council.
Kazakhstan takes a third place among the trade partners of Belarus in range of CIS market.
On the result of 2018 the trade turnover between Kazakhstan and Belarus amounted to
896 million USD. In comparison with 2017 the volume of mutual trade of this year was increased to 30%. Export was risen 32,2%. Import - 112,3 million USD and was up to 15,6%.
The mutual trade turnover in January- May 2019 amounted to 257,9 million USD. Kazakhstani export -41,5 million USD and Belorussian import – 216,4 million USD.
Regional cooperation between provinces of Kazakhstan and Belarus were enhanced. Delegations of the Akmola, Almaty, Atyrau, Zhambyl, South Kazakhstan and North Kazakhstan provinces visited Belarus The same period the delegations from the Minsk and Grodno provinces visited Kazakhstan In 2014-2017.
Cultural and humanitarian cooperation
Relations in the cultural, humanitarian, scientific and technical fields has been progressively developing. Two countries provide sharing of experience and experts in the field of science, education, health, culture, etc. Kazakhstani physicians on a regular basis getting an advanced training under the leading medical institutions of Belarus, fulfil joint surgical operations. Scientists of the Republic of Kazakhstan and the Republic of Belarus participate in events which held in both countries.
At present, 270 Kazakhstani students are studying in Belarusian universities.
Kazakh delegation headed by the First Deputy Chairman of the World Association of Kazakhs T. Mamashev visited Minsk in September 2015, in order to further develop the Kazakh history, culture and language in Minsk. During the visit in the Center of the Kazakh language, history and culture named in the honor of Abay were held a round table on the topic: “Nurly Zhol – bolashaka bastar Zhol" with the participation of the Kazakh expat's community.
Cultural Days of the Republic of Kazakhstan took place in the capital of Belarus – Minsк іn December, 2018.
