Enumeration of citizens of the Republic of Kazakhstan, permanently and temporarily residing outside the Republic of Kazakhstan.

Citizens of the Republic of Kazakhstan, permanently or temporarily residing outside the Republic of Kazakhstan, can enter consular registration in foreign missions of the Republic of Kazakhstan.

The registration at an overseas institution is purely voluntary and is carried out at will, regardless of the purpose and duration of abroad residing. At the same time, the fact of registration or lack thereof does not provide the citizens any legal consequences.


The purposes of registering citizens of the Republic of Kazakhstan abroad are:

- Protection of rights and legitimate interests of citizens of the Republic of Kazakhstan;

- Rendering of timely assistance to citizens of the Republic of Kazakhstan abroad in the event of force majeure, natural disasters, military actions, etc.

- All-round assistance in order to the use by citizens of the Republic of Kazakhstan of all the rights granted by the legislation of the receiving state and international treaties to which the Republic of Kazakhstan and the host state are parties, as well as international customs;

- Control over compliance by citizens of the Republic of Kazakhstan with the Constitution of the Republic of Kazakhstan and other legislative acts of the Republic of Kazakhstan and the fulfillment of their duties.

Registration of citizens of the Republic of Kazakhstan permanently residing outside the Republic of Kazakhstan is carried out with permission to leave the Republic of Kazakhstan for permanent residence, issued in accordance with Resolution of the Government of the Republic of Kazakhstan No. 361 "On Approval of the Rules for Processing Documents on leaving the Republic of Kazakhstan for permanent residence" dated March 28, 2012.

Registration of citizens of the Republic of Kazakhstan temporarily residing outside the Republic of Kazakhstan is carried out without issuance of an insert to the passport of a citizen of the Republic of Kazakhstan.

The consular officer issues a certificate of registration, drawn up in an arbitrary form upon application of a citizen of the Republic of Kazakhstan or his/her legal representative.
