Information on citizenship issues


In accordance with the Law of the Republic of Kazakhstan "On Citizenship of the Republic of Kazakhstan" of December 20, 1991, permanently residing persons (having a permanent residence permit) in the territory of Kazakhstan at the time of entry into force of the Law (in other words March 1, 1992) are citizens Republic of Kazakhstan, if they did not submit a written application for withdrawal from the citizenship of the Republic of Kazakhstan to the relevant bodies of the Republic of Kazakhstan at the place of residence until December 31, 1995.


The document proving the citizenship of the Republic of Kazakhstan is the identity card or the passport of a citizen of the Republic of Kazakhstan. The citizenship of a child under the age of 16 is confirmed by his/her birth certificate, the passport of any parent.


The following persons are not citizens of the Republic of Kazakhstan (in accordance with the Law of the Republic of Kazakhstan "On Citizenship of the Republic of Kazakhstan" dated December 20, 1991):

1. Persons who submitted a written application for withdrawal from the citizenship of the Republic of Kazakhstan to the relevant bodies of Kazakhstan at the place of their former residence until December 31, 1995.

2. Those who did not permanently (did not have a permanent residence permit) on the territory of Kazakhstan at the time of entry into force of the Law of the Republic of Kazakhstan "On Citizenship", i.e. March 1, 1992

3. Registered as persons who lost citizenship of the Republic of Kazakhstan or having issued an exit from the citizenship of the Republic of Kazakhstan.

Information on loss of citizenship of the Republic of Kazakhstan

According to Article 3 of the Law of the Republic of Kazakhstan "On Citizenship of the Republic of Kazakhstan" dated December 20, 1991, a citizen of the Republic of Kazakhstan is not recognized as a citizen of another state.

Article 21. Citizenship of the Republic of Kazakhstan will be lost in the following cases:

1) As a result of the entry of a person into military service to the security service, the police, the justice authorities or to other state authorities and government of another state, except for cases stipulated by interstate agreements of the Republic of Kazakhstan;

2) If the citizenship of the Republic of Kazakhstan is acquired as a result of the submission of knowingly false information or forged documents;

3) On the grounds stipulated by interstate agreements of the Republic of Kazakhstan;

4) If the person has acquired the citizenship of another state;

5) In the case of if the marriage with a citizen of the Republic of Kazakhstan, which served as the basis for acquiring the citizenship of the Republic of Kazakhstan, has been declared invalid by the court.


ATTENTION!!! A person who is a citizen of the Republic of Kazakhstan and has accepted the citizenship of a foreign state is obliged to report within thirty calendar days on the acquisition of foreign citizenship and hand over the passport and/or identity card of the Republic of Kazakhstan to the internal affairs bodies or the foreign office of the Ministry of Foreign Affairs of the Republic of Kazakhstan.

Kazakhstan strengthened responsibility for dual citizenship

As is known, according to paragraph 3 of Article 10 of the Constitution of the Republic of Kazakhstan and Article 3 of the Law of the Republic of Kazakhstan "On Citizenship of the Republic of Kazakhstan", citizens of the Republic of Kazakhstan are not recognized as citizens of another state.


On July 5, 2014, the President of Kazakhstan signed a new Code on Administrative Offenses, which increased the responsibility for violating the legislation on the citizenship of the Republic of Kazakhstan. Thus, in accordance with Article 380-2 of the new Code of the Republic of Kazakhstan on Administrative Offenses, administrative liability is provided for violating the legislation on the citizenship of the Republic of Kazakhstan in the form of a fine or administrative deportation outside the country.

In case of revealing the fact that a citizen of the Republic of Kazakhstan acquires the citizenship of a foreign state, on the basis of Art. 21, 30 of the Law of the Republic of Kazakhstan "On Citizenship of the Republic of Kazakhstan" the migration authorities register the loss of citizenship of the Republic of Kazakhstan.

The Embassy of the Republic of Kazakhstan reminds citizens who have acquired the citizenship of the Republic of Armenia about the need to pass the passport of a citizen of the Republic of Kazakhstan to the Consular Section of the Embassy of the Republic of Kazakhstan in Armenia at: 11, 15 blind alley 1, Demirchyan street.

In accordance with the Constitution of the Republic of Kazakhstan, the Law of the Republic of Kazakhstan "On Citizenship of the Republic of Kazakhstan", which does not provide for dual citizenship, decisions on the issues of citizenship of the Republic of Kazakhstan (on withdrawal, admission and restoration) are accepted by the President of the Republic of Kazakhstan.

The Consular Section of the Embassy of the Republic of Kazakhstan (hereinafter referred to as the Republic of Kazakhstan) in the Republic of Armenia (hereinafter referred to as the RA) accepts applications from citizens permanently residing in Armenia on issues of citizenship (on exit, admission and recovery) with the following

completed forms (in 2 copies):

1. Filled application;

2. Autobiography;

3. Statement-agreement on compliance with the conditions provided for in Article 1 of the Law in form (upon admission and restoration);

documents (originals and copies):


1) Passport of a citizen of the Republic of Kazakhstan with a stamp on leaving for permanent residence (from March 19, 2015, notification from the migration police of the Republic of Kazakhstan);

2) Birth certificate;

3) Certificates of marriage and the birth of children, up to 16 years (if available);

4) The document confirming permanent residence outside the Republic of Kazakhstan;

5) Certificate of conviction (apostilled/legalized or stamped);

6) Certificate of absence or termination of the citizenship of another state, issued by the competent authorities of the state concerned (upon admission / restoration);

9) Documents confirming the person's former belonging to the citizenship of the Republic of Kazakhstan (to the application for reinstatement in the citizenship of the Republic of Kazakhstan);

10) The application document of the relevant state body of the Republic of Kazakhstan ((for persons who have special merits before the RK or correspond to the list of professions and requirements) upon admission or restoration);

11) Certificate on the presence or absence of information on the person committing a criminal offense (upon withdrawal from the citizenship of the Republic of Kazakhstan), in the form approved by the order of the Prosecutor General of the Republic of Kazakhstan of July 27, 2015, No. 95 (registered in the Register of state registration of regulatory legal acts No. 12055);

12) The document confirming the possibility of obtaining a foreign citizenship (upon withdrawal from the citizenship of the Republic of Kazakhstan);

13) A notarized statement of consent to withdraw from the citizenship of the Republic of Kazakhstan and of material and other claims from the applicant's spouse or dependent persons residing in Kazakhstan or a copy of their death certificates, a court decision on recognizing a citizen as dead or unknown Absent;

14) A photograph measuring 3.5 x 4.5 centimeters - 4 pieces;

15) Other documents relevant to the case.


On the issue of admission to the citizenship of the Republic of Kazakhstan or the restoration of the citizenship of the Republic of Kazakhstan through the Consular Section of the Embassy can apply:

- Minors and incapacitated persons;

- Persons who have special merits before the Republic of Kazakhstan or who correspond to the list of professions and requirements for persons with respect to whom a simplified procedure for admission to the citizenship of the Republic of Kazakhstan, approved by Presidential Decree No. 1587 dated June 6, 2005 (the list) and members of their families, permanently residing outside the RK.

CERTIFICATES on citizenship of the Republic of Kazakhstan

is issued at will in the Consular Section of the Embassy of the Republic of Kazakhstan in Armenia.

To issue this certificate, it is necessary to provide the following documents to the Consular Section personally or through a proxy (by attorney certified by a notary)

1. Personal application addressed to the Consul and original + photocopy of the identity document (all completed pages);

2. The original or a certified copy of the certificate stating that you applied for the termination of the citizenship of the Republic of Kazakhstan;

The certificate of loss of citizenship of the Republic of Kazakhstan through the Consular Section is issued to persons who have issued a permit to remain in permanent residence (permanent residence) in Armenia, according to Article 31 of Law "On Citizenship of the Republic of Kazakhstan" of the RK. For this, it is necessary to provide copies of the Armenian passport (main page and residence permit) and Kazakhstan passport (main page and exit mark for permanent residence).


If a person has not issued a permit to remain in residence for RA, a certificate of loss of citizenship is issued by the internal affairs bodies in Kazakhstan, according to Article 30 of the RK Law "On Citizenship of the Republic of Kazakhstan".

In accordance with the legislation established for consular services, a consular fee is levied.
