The idea of convening a Conference on Interaction and Confidence Building Measures in Asia (CICA) was first announced by President of the Republic of Kazakhstan N. Nazarbayev during the 47th session of the UN General Assembly on October 5, 1992 It initiated the establishment of a completely new format of cooperation in the field of security in the Asian region.

The need of convening the forum was determined by the change in the balance of power after the collapse of the bipolar system, the emergence of new countries and the political subregion - Central Asia, as well as the strengthening of non-traditional challenges and threats against the backdrop of ongoing subregional and local conflicts.

The purpose of the initiative was to resume efforts aimed at creating an effective mechanism of preventive diplomacy, peaceful settlement of disputes and cooperation in the area of strengthening regional security and stability.

The creation of such a dialogue platform, member states of which reaffirmed their commitment to the UN Charter, ensured the substantive and institutional integration of regional security issues into the global security system.

Previously irreconcilable opponents, who demonstrated their intention to establish stability and cooperation in the field of security in the Asian region, started to use CICA to meet and negotiate.

The increase in the number of participants in the CICA process to 27 states proves the timeliness and relevance of this dialogue platform.

The scope of the CICA activities is also expanding. In addition to the summits and council of ministers' meetings, a non-governmental forum, a civil forum of national cultural centres, business and youth councils are convened.

On September 24, 2018 in New York on the sidelines of the 73rd session of the UN General Assembly the first Special Ministerial Meeting of CICA was held on the initiative of the Tajik side. At this meeting, the Forum chairmanship was transferred from the People's Republic of China (2014-2018) to the Republic of Tajikistan (2018-2020). Besides, member states of the Meeting approved the candidacy of Kh. Mirzozoda for the post of the new Executive Director of the CICA Secretariat that is located in Astana since 2016.

The progress in the CICA activities in the context of the emergence of new threats and the need to develop collective interaction led to the idea of establishing an Organization for Security and Development in Asia (OSDA) based on CICA. This initiative was announced by President of the Republic of Kazakhstan N. Nazarbayev at the 4th CICA Summit in Shanghai.

Such a transformation will enhance opportunities for confidence building among member states as well as their influence on the international arena, and thus spread the system of interaction in the entire Asian area.

The main objective of the establishment of such organization is to develop and implement effective collective measures for the prevention and settlement of conflicts by peaceful means in accordance with the norms and principles of international law; to counter contemporary challenges and threats to security, as well as to enlarge cooperation to keep peace and security on the continent. There are also prospects for partnership for sustainable development in Asia.

Thus, the activities of the new organization will be aimed at building a universal, indivisible, comprehensive security architecture based on equal cooperation in the region.
