Vietnam recognized Kazakhstan's Independence on December 27, 1991.

Diplomatic relations established on June 29, 1992.

The Embassy of the Socialist Republic of Vietnam to the Republic of Kazakhstan was opened in 2008.

The Embassy of the Republic of Kazakhstan to the Socialist Republic of Vietnam was opened in 2013.

Since 2019, H.E. Yerlan Baizhanov appointed as Ambassador of the Republic of Kazakhstan to the Socialist Republic of Vietnam.

Since 2019, H.E. Nguyen Thi Hong Oanh appointed as Ambassador of the Socialist Republic of Vietnam to the Republic of Kazakhstan.

 Political cooperation.

Cooperation on highest level:

In June 1994, the Prime Minister of Vietnam Võ Văn Kiệt payed an official visit to Kazakhstan.

On April 17, 2009 in the framework of the Boao Forum for Asia (Hainan, China) the President of Kazakhstan H.E. Nursultan Nazarbayev met with Prime Minister of Vietnam H.E. Nguyễn Tấn Dũng.

14-15 September 2009, H.E. Nguyễn Tấn Dũng, the Prime Minister of Vietnam visited Astana with an official visit.

In the period of October 30 - November 1, 2011, H.E. Nursultan Nazarbayev, President of the Republic of Kazakhstan, paid an official visit to the Socialist Republic of Vietnam.

On 10-11 September 2012, H.E. Mr. Trương Tấn Sang, the President of the Socialist Republic of Vietnam visited Kazakhstan with the State visit.

29-30 May 2015, Prime Minister of Vietnam H.E. Nguyễn Tấn Dũng paid working visit to Kazakhstan with purpose to attend the Ceremony of signing the Agreement on Free Trade Zone between the countries of the EAEU and Vietnam.

Cooperation on high level:

The first exchange of visits between two countries at highest level took place in 1994, when Foreign Minister of Vietnam Nguyễn Mạnh Cầm visited Kazakhstan.

In September 1994, Minister of Geology and Resources Protection of Kazakhstan Mr. Serikbek Daukeev visited Hanoi.

On January 20, 2010 the Minister of Justice of Vietnam H.E. Hà Hùng Cường visited Astana.

On September 24, 2011, on the sidelines of the 66th Session of the UN General Assembly Foreign Minister of Kazakhstan H.E. Yerlan Kazykhanov met with the Minister of Foreign Affairs of Vietnam H.E. Mr. Phạm Bình Minh.

On July 29-30, 2015, the Commissioner of “EXPO-2017", First Deputy Minister of Foreign Affairs of Kazakhstan Rapil Zhoshybayev visited Vietnam.

Six foreign ministerial consultations were held on the level of Deputy Ministers. Last consultations were held in Hanoi in 2013.

Inter-parliamentary cooperation. 

On 27-31 March 2015, H.E. Mr. Kabibolla Jakupov, Chairman of the Mazhilis of the Parliament of the Republic of Kazakhstan, paid an official visit to Vietnam. During the visit, the Chairman of the Mazhilis made a Courtesy call on President of Vietnam H.E. Mr. Trương Tấn Sang and General Secretary of Communist Party of Vietnam H.E. Mr. Nguyễn Phú Trọng. Also during the visit, H.E. Mr. Kabibolla Jakupov participated to the official opening ceremony of the Kazakhstan Embassy in Vietnam.

Currently the sides are discussing the possibility of arranging the visit of the Chairwomen of the National Assembly of Vietnam H.E Nguyen Thi Kim Ngan to Kazakhstan and her participation to the international specialized exhibition “EXPO-2017".

Inter-party cooperation. 

On August 25-26, 2011, Head of International Department of the Central Committee of the CPV Mr. Vương Thừa Phong paid a visit to Kazakhstan. Negotiations were held with the head of the Central Apparatus of "Nur Otan" party Mr. Sergei Gromov and Deputy Minister of Foreign Affairs of Kazakhstan Mr. Kairat Sarybay.

Multilateral cooperation

On June 8, 2010 Vietnam become a full member of the Conference on Interaction and Confidence Building Measures in Asia (CICA).

Minister of Agriculture and Rural Development of Vietnam H.E. Mr. Cao Đức Phát attended the Anniversary session of the CICA Member States, held on September 12, 2012 in Astana.

On October 16, 2014 during the ASEM X Summit, Vietnam supported the candidature of Kazakhstan for full membership of the said organization.

The sides on regular basis send the requests on mutual support for their candidatures and voice exchanges in the frameworks of the UN structural divisions.

Trade and economic cooperation.

According to statistics of the Committee of Statistics of the Ministry of National Economy of Kazakhstan, the trade turnover between Kazakhstan and Vietnam in the period of January-November 2016 amounted to 329,5 million USD (export from Kazakhstan – 147,3 million USD, Import to Kazakhstan 182,2 million USD). In 2015 trade turnover was 205,8 million US dollars (export from Kazakhstan – 10,4 million USD, Import to Kazakhstan 195,4 million USD). In 2014 trade turnover was 271,9 million USD (exports - 1.7 million, import - 270.2 million).

It should be mentioned that in the period of January-November 2016 export of goods from Kazakhstan to Vietnam for the first time reached the amount 147,3 million USD, which mean that it is increased for 136,9 million USD in comparison of same period of 2015. In the whole history of bilateral trade cooperation the export from Kazakhstan to Vietnam never exceeded 7-10 million USD on yearly basis.

The main export commodities of Kazakhstan to Vietnam are raw lead (78.6 million USD), raw zinc (41.2 million USD), flat-rolled products of iron or non-alloy steel (26 million USD). The main commodities imported from Vietnam to Kazakhstan became telephones and office equipment, seafood, garment production products and footwear.

Seven meetings of the Kazakh-Vietnamese Intergovernmental Commission on Trade-Economic and Scientific-Technical Cooperation (established in 1997) were held. At the 7th meeting of the IGC on 22-23 October 2015 in Astana, the Kazakh delegation headed by Deputy Minister of Foreign Affairs of the Republic of Kazakhstan Askar Musinov and Vietnamese delegation - Deputy Minister of Industry and Trade Hoang Quoc Vuong.

Interaction on regional level.

On May 17, 2016 Ambassador of the Republic of Kazakhstan to Vietnam Beketzhan Zhumahanov held a meeting with newly elected Chairman of the People's Committee (the mayor) of Ho Chi Minh city Nguyen Thanh Phong. During the said meeting sides discussed number of issues of bilateral cooperation, in particular the issues of intensification of trade and economic relations between Almaty and Ho Chi Minh city.

Moreover, Nguyen Thanh Phong in the framework of the Memorandum of Cooperation between Almaty and Ho Chi Minh city, invited Akim (the mayor) of Almaty Baurzhan Baibek to visit Ho Chi Minh city. With the aim to arrange qualitatively the said visit and to preliminary study the perspective directions of the mutually beneficial cooperation, the sides noted the need to establish working groups, which will include representatives of the city administration and major trade and transport companies. Members of the said groups would visit Almaty and Ho Chi Minh cities to study objectively the issues of trade and economic relations.

In August 2016, the Embassy of the Republic of Kazakhstan in Vietnam had transferred the official letter of invitation of the Chairman of People's Committee of Ho Chi Minh city Nguyen Thanh Phong addressed to Akim of Almaty Baurzhan Baibek with request to visit Ho Chi Minh city at any convenient for Kazakhstani side time. Currently, Administration of Almaty city is considering of sending an expert team to Vietnam to study prospective areas of mutually beneficial cooperation between the two cities.

In addition, the administration of the two cities on a regular basis send each other invitations to participate in various international events.

Cultural and humanitarian cooperation.

On September 10-16, 2012, Vietnam's Days of Culture were held in Kazakhstan and on June 11-14, 2013 the Days of Kazakhstan's Culture were held in Hanoi, Vietnam.

In 2012, Abai Center for Science and Culture started its work in Hanoi Pedagogical University.

On May 19, 2014, the opening ceremony of the Vietnamese cultural and educational center was held in the Kazakh National Pedagogical University named after Abai, and this event was dedicated to birthday of the first President of Vietnam Ho Chi Minh. Vice-Rector of the Hanoi Pedagogical University Professor Nguyen Manh Hung headed the Vietnamese delegation, which took part in the opening ceremony of the Centre.

Within the framework of the intergovernmental Agreement on cooperation in the field of education (September 2009) and the Protocol on amendments to the said Agreement (31 October 2011), in terms of student exchange, in the period of 2014-2016 four Kazakhstani students in Hanoi and five Vietnamese students in Almaty attended to the training courses. Out of four Kazakhstani students two of them now studying in the Diplomatic Academy of Vietnam on the bachelor's program.

On June 10, 2015 with an active support of the Embassy of the Republic of Kazakhstan, the main news agencies of two countries - "Kazinform" and «Vietnam news agency» signed the Agreement on cooperation with the aim to establish and develop the contacts in the field of information and news exchange.

On February 2, 2016 in Hanoi, the Ambassador of Kazakhstan B.Zhumahanov held a meeting with the President of the Vietnamese Television Tran Binh Minh. During the said meeting, the Vietnamese side has signed and submitted to the Kazakh side the Memorandum of Understanding and Cooperation between the Republican Television and Radio Corporation - "Kazakhstan" and the “Vietnam National Television" (Vietnam Television, VTV).

14-15 March 2016 a Vietnamese delegation headed by the President of the Central Vietnam Television (VTV) Tran Binh Minh paid working visit to Astana, during which he met with the management of TV and Radio Corporation "Kazakhstan". The sides discussed prospects of cooperation in the field of television. Moreover, the sides agreed to promote cultures and traditions of the two countries through TV channels of Kazakhstan and Vietnam by broadcasting feature and documentaries films, as well as entertainment and educational programs.

Currently, the parties are working on the conclusion of agreements between the leading cultural and humanitarian, scientific-technical and analytical centers, as well as leading educational institutions of the Republic of Kazakhstan and Vietnam.
