Kazakhstan - China

On January 3, 1992, the Republic of Kazakhstan set up diplomatic relations with the People's Republic of China.

Since 2018, Zhang Xiao took up the post of Ambassador of the People's Republic of China to Kazakhstan. Charge d'Affaires - Liu Jiangping.

In addition to the Embassy in Beijing (since December 1992), the Republic of Kazakhstan has set up a consulate general in Hong Kong (since August 2003) and Shanghai (since May 2005), passport and visa service office in Urumqi (from March 1995), respectively.

The Chinese Embassy in Kazakhstan is located in Astana City and consulate-general in Almaty (from August 2007).

Kazakhstan – China collaboration characterized by high dynamics of contacts at the highest levels, and imposing legal base. Legal base of this bilateral relations consists of more than 230 contracts and agreements in different areas, among which are the most fundamental agreements as the Treaty of Good-Neighborliness and Friendly Cooperation signed in December 2002 in Beijing and the Joint Declaration of the heads of state of the Republics of Kazakhstan and China on a new stage of comprehensive strategic partnership (August 2015, Beijing).

During the state visit to China on 31 August – 3 September 2015, the President of Republic of Kazakhstan Nursultan Nazarbayev signed a package of bilateral documents totalling more than 23 billion US dollars.

There is an intergovernmental mechanism of regular meetings between two countries.

26 to 28 March, 2015, Prime Minister of Kazakhstan Karim Massimov paid a working visit to China and took a part in Boao Asian forum. During that visit Karim Massimov has held a meeting with President of PRC Xi Jinping and conducted the negotiations with Prime Minister Li Keqiang. The output of the visit was a big amount of signed documents in investment, trade, energy and other industries.

12 to 16 December, 2015, Prime Minister of Kazakhstan Karim Massimov paid an official visit to China. He took part in a meeting of the SCO Council of Heads of Government. During the official visit Prime Minister Karim Massimov had a meeting with President of PRC Xi Jinping and conducted the negotiations with Prime Minister Li Keqiang, resulting in signed documents such as Joint Statement of Heads of Governments, Cross – Border Cooperation Project between Kazakhstan and China 2015 – 2020, Agreements between the Governments of Kazakhstan and China on procedures obtaining business and investment visas and etc.

There has been progressively developing interparliamentary cooperation between two countries.

September 2011 marked by official visit of Chairman of the Standing Committee of National People's Congress (NPC) Wu Bangguo.

On 14 – 16 October 2013, Chairman of the Majilis of the Parliament of Republic of Kazakhstan Nurlan Nigmatulin has visited China and met with President of PRC Xi Jinping and a Chairman of the Standing Committee of NPC Zhang Dejiang.

On 21-23 September, 2014, Vice-Chairman of the Standing Committee of NPC Zhang Baowen visited Kazakhstan and met with Chairman of the Senate, Speaker of the Majilis and Prime Minister of Kazakhstan.

On 26-28 October 2014, Deputy Speaker of the Majilis of the Parliament of Republic of Kazakhstan Dariga Nazarbayeva paid an official visit to China.

The inter-party dialogue continues to deepen.

16-18 September, 2015, First Deputy Chairman of the "Nur Otan" party Askar Myrzakhmetov paid a visit to China and signed Protocol on cooperation 2015-2017 between the Democratic Party of Kazakhstan "Nur Otan" and the Communist Party of China.

The foreign ministries of the two countries have been actively developing cooperation. 

On 19 August, 2013, Foreign Minister of PRC Wang Yi paid an official visit to Kazakhstan.

On 19-20, March 2014, Kazakhstan Foreign Minister E.Idrisov paid an official visit to China and had negotiations with Vice-Premier of PRC Li Yuanchao and Foreign Minister Wang Yi, also signed a Memorandum of cooperation 2014-2016.

Two countries are actively engaged in cooperation in cultural and humanitarian areas. 

There are agreements on mutual recognition of diplomas in high education between the countries; four Confucius Institutes are functioning in Kazakhstan and 11,200 Kazakh students studying in China.

9 books of Kazakhstan President Nursultan Nazarbayev have been published in Chinese language.

December 2012 had a showing film "The path of the Leader" - "The sky of my childhood" and "Fiery river".

April 2013 was marked as a first Kazakh movies week in Beijing.

On October 25, 2013 the Embassy of Kazakhstan held a book presentation called "Leader" about President of Kazakhstan Nursultan Nazarbayev.

On 19 March, 2014, there was an opening ceremony of the monument to poet and philosopher Abai Kunanbayev held in Beijing, attended by Foreign Minister of Kazakhstan Erlan Idrisov.

Astana and Almaty had Chinese cultural days on 25 – 28 September 2014.

On 26 June, 2015, Abai Kuananbaiuly poetry recitation activity was held at Beijing "Jintai" Art Museum in honour of the 170th birthday of the great Kazakhstan poet.

There was photo exhibition "Unknown Kazakhstan" held at Beijing "Jintai" Art Museum, which was co-organized by the Fund of the First President of Kazakhstan.

In July - August 2015, in honor of Kazakhstan capital Astana's day, China Central TV - CCTV-6 had a showing of all the parts of the movie dedicated to Kazakhstan's President Nursultan Nazarbayev such as: "The path of the leader", "The sky of my childhood", "Fiery river", "Iron mountain" and "Breaking the vicious circle".

On 31 August, 2015, during the President of Kazakhstan Nursultan Nazarbayev's state visit to China, an Agreement between the Government of Kazakhstan and the Government of China on cultural and humanitarian cooperation was signed.

With the assistance of the Embassy of Kazakhstan "Centers of Kazakhstan" were opened in foreign language universities in Beijing, Shanghai and Dalian.
