Diplomatic relations between Kazakhstan and Mongolia established on January 22, 1992.
In May 1997, Diplomatic Mission of the Republic of Kazakhstan opened in Ulan Bator.
The Decree of Kazakhstani President on December 2, 2006, changed the Diplomatic Mission of the Republic of Kazakhstan in Mongolia into the Embassy of the Republic of Kazakhstan in Mongolia. The decree entered into force on January 1, 2007.
Since April 2013, H.E. Mr. Kalybek Koblandin is the Ambassador Extraordinary and Plenipotentiary of the Republic of Kazakhstan to Mongolia.
The Embassy of Mongolia in Kazakhstan (Almaty) opened in September 1992.
Since April 2017, H.E. Luvsangin Battulga is the Ambassador Extraordinary and Plenipotentiary of Mongolia in Kazakhstan.
In October 1993, the first official visit of H.E. Mr. Nursultan Nazarbayev, President of the Republic of Kazakhstan, to Mongolia took place.
In 1998, Mongolian President Bagabandi visited Kazakhstan, and in 1999, Kazakhstani President Nazarbayev visited Mongolia.
The first State visit of Mongolian President Nambaryn Enkhbayar to Kazakhstan took place on August 14-15, 2007, whereas on August 6-7, 2008, there was State visit of Kazakhstani President Nursultan Nazarbayev to Mongolia.
The following visits further contributed to the development of the political dialogue:
- from Kazakhstan – Prime Minister (October 1992, July 2016), Deputy Prime Minister (July 1997), State Secretary (June 2005), Minister of Foreign Affairs (November 2006).
- from Mongolia – Prime Minister (December 1994), Head of the Presidential Administration (February 2000), Secretary of National Security Council (November 2000), Vice-Prime Minister participating at CICA (June 2006) and ESCAP (May 2007).
Mongolia supports the efforts of the Republic of Kazakhstan in strengthening regional security and is a member of the CICA process.
Contractual legal basis for cooperation. Since 1991 to the present Kazakhstan and Mongolia have signed more than 40 bilateral treaties and agreements.
Interparliamentary cooperation. Deputy Chairman of Majilis of the Republic of Kazakhstan visited Mongolia in August 2002, and parliamentary delegation headed by the Chairman of the State Great Khural (further - SGK) of Mongolia visited Kazakhstan in December 2003. As a result, the Protocol on Cooperation between the Majilis of Kazakhstan and the State Great Khural of Mongolia was signed.
On October 27-29, 2013, Kazakhstan's Parliamentary delegation headed by Mr. Shavhat Utemisov visited Mongolia. During the trip, the delegation took part in the Round Table dedicated to the 20th anniversary of the Treaty on Friendly Relations and Cooperation between the Republic of Kazakhstan and Mongolia.
October 18-22, 2014 Kazakhstan delegation headed by Mr. Murat Bakhtiyaruly, Member of Senate, visited Mongolia and held a meeting with the officials of Bayan-Olgiy aimak, as well as participated in the opening ceremony of the International School.
On February 23-24, 2015, the Mongolia-Kazakhstan Friendship Group of the Mongolian Parliament headed by the Chairman of the Standing Committee Mr. Agyparuly Bakey visited Kazakhstan.
September 16, 2015, during the autumn session of the OSCE Parliamentary Assembly Kazakhstani parliamentarians headed by Mr. Ikram Adyrbekov, Chairman of the Committee on International Relations, Defense and Security of the Senate, visited Ulaanbaatar. The delegation met with Mr. Zandaakhüügiin Enkhbold, Chairman of Mongolian Parliament, Vice Speaker Log Tsog and Chairman of the Standing Committee on Security and Foreign Policy of Parliament Jamsranjav Enkhbayar.
On April 22, 2016, Kazakhstani delegation of parliamentarians headed by Mr. Kairat Ishchanov, member of the Finance and Budget Committee of the Senate, took part in the 9
On July 14-15, 2016, delegation of Kazakhstan headed by Prime Minister Karim Massimov visited Mongolia to take part in the XI Summit of the Asia-Europe Forum (ASEM). On July 14, 2016, the Head of Kazakhstan's Government visited Bayan-Olgiy region, where majority of ethnic Kazakhs (over 90 thousand people) live. The Government of the Republic of Kazakhstan provided humanitarian aid for USD 200,000 to the victims of the mudflow in Bayan-Olgiy that happened on July 10, 2016. During the visit, Prime Minister also held meetings with Mongolian President Tsakhiagiin Elbegdorj and Prime Minister Jargaltulgyn Erdenebat.
On August 28-29, 2016, the first President of Mongolia, the acting honorary President of the National Mining Association of Mongolia Ochirbat participated in the International Conference «Building a World without Nuclear Weapons», which was held in Astana.
25 November – 1 December 2017, the member of the Great State Khural (Parliament) of Mongolia and the chairman of the «Kazakhstan-Mongolia» Parliament's group Dakein Murat visited Astana within participation in the International parliamentary conference «Kazakhstan's modernization model in a new global reality» timed to First President day of Kazakhstan.
Trade and Economic Relations
According to the State Revenue Committee of the Ministry of Finance of Kazakhstan, the commodity turnover between Kazakhstan and Mongolia for January-November 2017 amounted to USD 68.2 million, which is 5.5% less than the same indicator in 2016 (USD 72.1 million). At the same time export of Kazakhstan to Mongolia made USD 66.4 million, import of Mongolia to Kazakhstan amounted to USD 1.8 million.
The main items of the Kazakhstan export to Mongolia: the tobacco cigarettes, sanitary and hygienic products, detergents and cleaners, wheat or wheat-rye flour, other food products, oil products.
The main items of import from Mongolia: products of animal and vegetable origin, textiles and textile products, wood, timber, pulp and paper products and other products.
There is a Kazakhstan-Mongolian Intergovernmental commission (IGC) on trade, economic, scientific, technological and cultural cooperation. The 7th IGC meeting will be held on March 29-30, 2018 in Astana.
Annual (October-November) Trade Mission Business Forum in Ulaanbaatar, organized by Kazakh Invest JSC with the participation of business circles of the two countries, became a good tradition.
On May 26, 2015, Kazakhstani delegation headed by Mr. Bakytzhan Sagintayev, First Deputy Prime Minister of the Republic of Kazakhstan, visited Mongolia. During the visit, the delegation met with President of Mongolia Elbegdorj, Prime Minister Saikhanbileg and Vice Prime Minister Khürelsükh.
On December 22, 2015, a Memorandum of Understanding between National Agency for Export and Investment KAZNEX INVEST JSC and Invest Mongolia Agency was signed in Ulaanbaatar.
On June 8-10, 2017 former President of Mongolia Elbegdorj paid a working visit to Astana participating at the Summit of the SCO Heads of States and the Opening Ceremony of EXPO-2017.
On August 14-15, 2017 Mongolian delegation led by the Governor of the Bayan-Ölgii province paid a visit to the East Kazakhstan region. During the meeting with Governor Daniyal Akhmetov the parties signed a Memorandum of Cooperation between the East Kazakhstan region and the Bayan-Ölgii province.
According to the Intergovernmental Education Agreement, the exchange of university students between the two countries is carried out annually (in 2017, 12 Mongolian citizens have been accepted to study in Kazakhstan's higher educational institutions).
The ministries of education of Kazakhstan and Mongolia opened a branch of the East Kazakhstan State University (EKSU) in Ölgii city (capital of the Bayan-Ölgii province) in 2001, where 25 grants are awarded annually to citizens of Mongolia.
Every year «Nauryz Meiramy» is celebrated in Mongolia with participation of the country's leadership.
The first Kurultai of Kazakhs of Mongolia took place on June 27, 2009, in Ulaanbaatar. On July 2-6, 2013 ІІІ Small Kurultai of Kazakhs of Mongolia was organized in Ulaanbaatar. At the event the Round Table on the Kazakh diaspora and concert program were carried out.
On November 11-13, 2010 the days of Mongolian culture in Kazakhstan were held in Astana.
On May 15, 2015, the Institute of International Relations at the Academy of Sciences of Mongolia held a Round Table dedicated to the 550 anniversary of the Kazakh Khanate. The event was attended by representatives of Al-Farabi Kazakh National University, experts of educational institutions and analytical centers of Mongolia.
On June 30, 2015, the book of the President of Kazakhstan – Times and Thoughts, was presented in Ulaanbaatar. The book was translated into Mongolian by Professor Manaljav Shagdarsuren. In November 2015, as part of the celebration of the 170-year anniversary of Abay Qunanbaiev, World-known Kazakh poet, his famous The Book of Words was presented in Mongolian language.
December 24, 2016, the book –Kazakhs of Mongolia, was presented in Ulaanbaatar, which is released in the framework of celebrating the 25th anniversary of Independence of Kazakhstan.
Strong collaboration between the International Turkic Academy (TWESCO) with Mongolia was established. In 2016-2017 a number of agreements were signed in the fields of cooperation, archaeological research and scientific archaeological excavations. In August 2016, representatives of TWESCO took part in the historical and archaeological expedition within the Great Steppe project.
Mongolia takes an active part in the work of the Secretariat of the Congress of Leaders of World and Traditional Religions. In 2016-2017 Secretary of the World Buddhists Union of Mongolia Bjambjadzhav visited the Religions against Terrorism International Conference, as well as the XV and XVI meetings of the Secretariat.
Athletes of the two countries on a regular basis participate in international sport events (boxing, wrestling, judo, chess, etc.) that take place in Kazakhstan and Mongolia.
