FIRST DEPUTY MINISTER

SHAKHRAT NURYSHEV

Was born on June 20, 1972 in Almaty, Kazakhstan

In 1995 he graduaded from the Beijing Language University, Kazakh National University named after Al-Farabi (1996) and Nazarbayev University (2012)

From 1996 to 1997 he is Referent of the Asian states Unit of the Ministry of Foreign Affairs of the Republic of Kazakhstan

In 1997-1999 he worked as Attaché, Third secretary of the Passport and visa service of the Ministry of Foreign Affairs of the Republic of Kazakhstan to Urumqi (People’s Republic of China)

In 1999-2004 he served as Second secretary, First secretary of the Embassy of the Republic of Kazakhstan to the People’s Republic of China

In 2004-2005 Shakhrat Nuryshev worked as Head of the Division, Head of the Unit of Asia and Africa Department of the Ministry of Foreign Affairs of the Republic of Kazakhstan

In 2005-2007 he worked as Counsellor of the Embassy of the Republic of Kazakhstan to the People’s Republic of China – Permanent Representative of the Republic of Kazakhstan to the Shanghai Cooperation Organization

In 2007-2008 he served as Minister-Counsellor of the Embassy of the Republic of Kazakhstan to the People’s Republic of China

In 2008-2015 he served as Ambassador-at-large of the Ministry of Foreign Affairs of the Republic of Kazakhstan, National Coordinator of the Republic of Kazakhstan for the Shanghai Cooperation Organization

In 2009-2010 he worked as Special Envoy of the Government of the Republic of Kazakhstan for cooperation with Islamic Republic of Afghanistan

Ashikbayev

DEPUTY MINISTER

YERZHAN ASHIKBAYEV

Yerzhan Ashikbayev was born on June 16, 1974 in Almaty, Kazakhstan. In 1998, he graduated from the Al-Farabi Kazakh State National University with BA degree in International Relations. In 2012, he graduated with Master's degree in Public Administration from the John F. Kennedy School of Government at Harvard University as the “Bolashak" Scholar.

Yerzhan Ashikbayev started his career at the Ministry of Foreign Affairs of the Republic of Kazakhstan in 1998 as a desk officer at the Asia, Middle East and Africa Division of the Fourth Department. From 1999 to 2001, he held consecutive positions of Attaché, Third and Second Secretary at the Department for International Economic Cooperation.

From 2001 to 2002 Mr.Ashikbayev served as Head of the Unit for Economic Cooperation with Europe and the Americas at the Economic Policy Department. In 2002, Yerzhan Ashikbayev was posted as First Secretary to the Embassy of Kazakhstan in Brussels.

In March, 2005 he returned to the Foreign Ministry as Deputy Director of the Department for International Humanitarian and Economic Cooperation.

In June, 2005 he was appointed Head of Foreign Minister's Chancery. In 2007-2009, he served as Chairman of the International Information Committee; from 2009 to 2011 he held the position of Ambassador-at-Large – Advisor to the Minister of Foreign Affairs. In September, 2012 he was appointed Deputy Head of Prime Minister's Office and in October, 2012 – Head of the Foreign Policy Center at the Presidential Administration.

Since December, 2013 Yerzhan Ashikbayev serves as Deputy Minister of Foreign Affairs of the Republic of Kazakhstan. He speaks English, Turkish and French, and holds the diplomatic rank of Envoy Extraordinary and Plenipotentiary of First Class.

Yerzhan Ashikbayev is married with two children.

DEPUTY MINISTER

ROMAN VASSILENKO 

Roman Vassilenko was born in 1972 in Shymkent.

He graduated with honors from the Military Academy of Economy, Finance and Law of the Armed Forces of the Russian Federation in 1994, receiving a degree as a referent interpreter and an expert in international law.

From 1994 to 1996, he served on the staff of the International Relations Department of the Presidential Administration of the Republic of Kazakhstan.

He has been on Kazakhstan's diplomatic service since 1996, first as Third Secretary and later as Second Secretary at the Embassy of Kazakhstan to the United Kingdom of Great Britain and Northern Ireland.

In 1999-2000, he worked as Assistant to the Head of Prime Minister's Office of the Republic of Kazakhstan.

In 2000-2007, he served as First Secretary and later as Counsellor of the Embassy of Kazakhstan in the United States.

In 2007-2009, he worked as Chief Inspector of the Secretariat of the Secretary of State of Kazakhstan; Consultant of the President's Chancery of the Republic of Kazakhstan, and Deputy Chief of Staff to the Secretary of State of Kazakhstan.

In 2009-2012, he served as Chairman of the Committee for International Information of the Ministry of Foreign Affairs of Kazakhstan, overseeing the communications for the Ministry during such important periods as Kazakhstan's chairmanships in the Organization for Security and Cooperation in Europe (2010) and the Organization of Islamic Cooperation (2011-2012).

In 2012-2013, Roman Vassilenko worked as Deputy Director of The Nazarbayev Center, a multifunctional scientific, analytical, humanitarian and educational public institution.

In 2013-2014, he worked as Ambassador-at-large at the Ministry of Foreign Affairs overseeing the global communications efforts of The ATOM Project, among other activities.

In 2014-2016, he again served as Chairman of the Committee for International Information of the Ministry of Foreign Affairs.

On March 4, 2016, by the resolution of the President of the Republic of Kazakhstan, Roman Vassilenko was appointed Deputy Minister of Foreign Affairs of the Republic of Kazakhstan.

He holds the diplomatic rank of Envoy Extraordinary and Plenipotentiary of First Class.

He speaks English, French and Vietnamese. He is awarded with the medal “For Valorous Work" (2008) and the order “Qurmet" (Honour) and numerous commemorative medals.

He is married with three children.

MARAT SYZDYKOV

Born on April 27, 1966 in Shuchinsk city.

He graduated from the Tselinograd state pedagogical Institute named after S.Seifullin (TSPI) in 1991 and the Diplomatic Academy of the Russian MFA in 2016.

1991-1992 - History teacher at № 7 secondary school in Tselinograd.

1992-1998 - Teacher of the Department for modern and contemporary history, TSPI.

1998-1999 - Expert, Centre for analysis and strategic studies of the Administration of the President of Kazakhstan.

1999-2002 - Expert, Head of the unit, Analytical centre of the Security Council of the Administration of the President of Kazakhstan.

2002-2010 - 2nd Secretary, 1st Secretary, Counselor of the Embassy of Kazakhstan in Russia.

2010-2014 - Deputy Head of the Foreign Policy Centre, the Administration of the President of Kazakhstan.

2014-2019 - Minister-Counselor of the Embassy of Kazakhstan in Russia.

Since March 26, 2019 - Deputy Minister of Foreign Affairs of Kazakhstan.

He holds diplomatic rank of I class Counselor.

KOSHERBAYEV YERMEK

He was born on 2 nd of May 1965 in Almaty. In 1988 graduated from Kazakh State University named after S. Kirov as a historian teaching on a foreign language. In 1993 graduated from international relations and foreign policy faculty of Diplomatic Academy of the Ministry of Foreign Affairs of USSR.

Starting from January till May 1988 he worked as a history teacher at middle school №170 in Almaty.

From 1988 till 1991 he was a Chief Inspector of the Secret Office-work Department, First Secretary of the Ministry of Foreign Affairs of Kazakh SSR, assistant of the Minister of Foreign Affairs of the Kazakh SSR.

From 1993 till 1994 – First Secretary, Chief of Department of the Board of the State Protocol of the Ministry of Foreign Affairs.

From 1994 till 1996 – Advisory of International Department of the President's Device of the Republic of Kazakhstan.

From 1996 till 1997 – First Secretary of the Embassy of the Republic of Kazakhstan in the Swiss Confederation.

In 1997 – Chief of the Department of Asian Safety of the Ministry of Foreign Affairs.

From 1997 till 1999 – Assistant of the Prime-Minister of the Republic of Kazakhstan.

NURLAN SEYTIMOV

Nurlan Seytimov was born in 1964 in Almaty oblast.

Education: Law Faculty of the Kazakh State University, International Relations Faculty of the Diplomatic Academy of the MFA of the Russian Federation (Moscow).

He served in the USSR Armed Forces, worked in public and commercial organizations.

Nurlan Seytimov started his career at the Ministry of Foreign Affairs of the Republic of Kazakhstan in 1994.

From 1994 to 1996, he worked as a specialist of the Diplomatic Missions Department of the RK MFA.

From 1997-2000, he worked as third secretary of the Embassy of the Republic of Kazakhstan in Germany, second secretary, head of office of the Department of Consular Service.

From 2000 to 2004, he served as consul of the Consulate General of the Republic of Kazakhstan in Frankfurt am Main, consul of the Consulate of the Republic of Kazakhstan in Hannover.

From 2004 to 2007, he worked as head of unit, division, deputy director of the CIS Department.

From 2007 to 2010, Mr Seytimov worked as chief inspector, deputy head of the Foreign Policy Center of the Executive Office of the President of Kazakhstan.

From 2010 to 2013, he worked as Minister-Counsellor of the Embassy of the Republic of Kazakhstan in the Russian Federation.

From 2013 to 2016, he worked as Consul General of the Republic of Kazakhstan in Frankfurt am Main (Germany).

Since March 2016 to January 2019, Nurlan Seytimov served as Ambassador Extraordinary and Plenipotentiary of the Republic of Kazakhstan in Tajikistan.

On January 17, 2019, by the resolution of the President of the Republic of Kazakhstan he was appointed Executive Secretary of the Ministry of Foreign Affairs.

Nurlan Seytimov holds the diplomatic rank of Envoy Extraordinary and Plenipotentiary of Second Class.
